New South Wales Premier Morris Iemma says residents of an apartment block left teetering over a large hole during the building of a motorway tunnel in northern Sydney will be entitled to compensation.
Excavation work was being carried out on a ventilation shaft in the Lane Cove Tunnel at the time.
The cave-in has also led to the closure of Longueville Road near the start of Epping Road.
Police say there is a danger the three-storey building could collapse.
A first floor balcony detached from the main structure and in the past few hours it slipped even further.
Workers are pumping 1,000 cubic metres of concrete into a large hole at the base of the units - it is hoped this will help to stabilise the area.
However, Assistant Police Commissioner Mark Goodwin says the building may need to be demolished.
"It is quite unstable, it is yet to undergo an engineering assessment in terms of whether part or the whole of the building can be saved," he said.
